Development Framework
"The development of the New Palembang Port in Tanjung Carat is planned in three development phases that will take more than a decade to reach full operational capacity."

The port is planned to have three main terminals: a solid bulk terminal, a liquid bulk terminal, and a multipurpose terminal. These facilities will be developed gradually in line with logistics demand and the economic growth of South Sumatera.

Solid Bulk Terminal

The first development phase focuses on the construction of a solid bulk terminal designed to handle coal transportation from the South Sumatera region to domestic and international markets.

Liquid Bulk Terminal

The second phase will develop a liquid bulk terminal to support the distribution of energy commodities and liquid materials that play an important role in industrial supply chains.

Multipurpose Terminal

The next phase involves the development of a multipurpose terminal that will expand the port’s capability to handle various cargo types and support regional logistics activities.

Investment Structure

Consortium Development Model

The development financing will be carried out through a consortium consisting of state-owned enterprises (BUMN), private sector companies, and the regional government-owned enterprise (BUMD) of South Sumatera Province. The consortium will also obtain financing through loans from Bank Mandiri and a banking syndication involving HIMBARA banks, Bank Sumsel Babel (BPD Sumatera Selatan), and investors.

The consortium will establish a Port Business Entity (BUP) responsible for the planning, implementation, development, and operation of Tanjung Carat Port.

Mangrove Ecosystem Protection

Technically, the port will use pile-slab construction that allows the port infrastructure to be built without damaging the mangrove forests beneath it.

The Government of South Sumatera Province is committed to preserving the mangrove ecosystem throughout both the construction and operational phases of the port.

Project Milestone

2026

Physical construction of the port is planned to begin in 2026 following the signing of the State Asset Utilization Cooperation Agreement for Infrastructure Provision (KSPI) between the Port Business Entity and the Ministry of Transportation of the Republic of Indonesia.
